I've been watching for a tool like this for a while, and Windows Advisor does not disappoint. Although it continues to pull for features you may have already disabled, it also finds more obscure issues (some that even a Lockergnome vet of years past can miss.), which is better than a lot of entry level tools in this area.
The great thing is that it puts common sense tools in front of users that don't have the time or expertise to dig for them. It's a long-overdue functionality of Windows. Here's a problem, click "Fix it." You need a spyware tool, click "Get it."
Windows Advisor's Toolbox section was a bit underwhelming, as it simply provides one-click access to various system setting dialogs. While this may help some confused XP users, it doesn't approach the level of user-centric design seen in Vista's control panel, nor does it provide any additional "tools" as I had hoped. In addition, the Offers screen only offered Windows Live Toolbar, which quickly repealled a few of the points this may have gained with me as an optimization tool for the masses.
